Two organizations, and knowing which one to call.

Almost every question a Sterling Grove owner has starts with figuring out who is actually responsible for the thing they are asking about. The answer is usually one of two entities that share a name and nothing else. Here is how it breaks down, along with the numbers worth having before you leave for the season. Nothing to sign up for.

    The HOA And The Club Are Separate

    This is the single most useful thing to understand about owning here, and new owners routinely get it wrong.

    Sterling Grove Community Association is your homeowners association, managed by CCMC. It handles assessments, governing documents, architectural review, common areas, and community rules.

    Sterling Grove Golf and Country Club is a separate business managed by Troon. It handles golf, dining at Copper and Rye, the Flora Spa, fitness, tennis, pickleball, and the pools.

    They have different management, different billing, and different rules. Social membership in the Club is required of every Sterling Grove homeowner, so you will have obligations to both, but paying one does not touch the other. On a resale, both must be notified independently. Owners who assume the Club will pass a message to the HOA, or the reverse, tend to find out otherwise at an inconvenient moment.

    Architectural submittals and other HOA request forms are handled online through the association’s Smartwebs portal. Start any exterior request there, and start it early if you are out of state, because approval comes before work, not after.

    Key fobs are issued through the Golf Shop at that address. Dining reservations for Copper and Rye run through the Club’s online booking, and tee times through the Club’s tee sheet.

    Who Do I Call For What

    HOA, meaning CCMC: assessments and billing, CC&Rs and governing documents, architectural and landscape approval, common area maintenance, community rule questions, violation notices, resale disclosures.

    Club, meaning Troon: membership dues and initiation, golf, spa and fitness, dining, tennis and pickleball, pool access, key fobs, member events.

    Toll Brothers: anything covered under your builder warranty. Keep your closing packet somewhere you can reach it from out of state, since warranty periods run on a calendar and do not pause while you are away.

    Gate access and vendor authorization: contact the HOA office. Sterling Grove is staff gated, and the procedure for putting a contractor or service provider on standing authorization is worth setting up before you leave rather than arranging by phone in August.

    Utilities

    Water and sewer deserve a note, because Surprise is genuinely split. The City of Surprise serves much of the city, EPCOR serves other portions, and there are shared customers who receive water from EPCOR and sewer billing from the City. Confirm which arrangement applies to your address rather than assuming, especially on a newly built home.

    Before you dig, Arizona 811: dial 811.

    Set every utility account to autopay before you leave. A shutoff for nonpayment on a house you are not living in is a bad way to lose your air conditioning in July, and it happens more than you would think when mail is forwarded and a paper bill goes astray.

    What A Newer Home And An Unfinished Community Mean For You

    Sterling Grove is different from the established communities nearby in two ways that matter when you leave.

    Your warranty is on a clock. Toll Brothers stands behind covered defects for a defined period. That period does not extend because you were in Oregon. If something is developing at your house in June, the useful version of that information reaches you in June, not when you walk in during October and find both a defect and an expired window. Photographs with dates on them are how you protect that position.

    Construction is ongoing. Toll Brothers is still delivering homes here, which means active phases, contractor traffic through the gates on working days, and construction dust that is harder on condenser coils and door track seals than most people expect. That is simply what buying into a master plan before completion looks like, and it is worth accounting for in how often somebody looks at your house.
